美國公立學校品質常遭詬病,都會地區教育問題尤為嚴重,也成為其他市政 問題的成因,為了改進教育品質,改善都會地區的經濟情況與人口結構,最近的 改革,從教學或教師為焦點的研究,轉而為「治理模式」的探討。本書乃以市長 中心模式為探究核心,採個案研究方式,針對市長中心模式治理的都會地區改革 經驗,進行分析,並提出其面臨的問題與挑戰。
