A Study of the Incorporation Policy of Japan’s National Universities

This article focuses on the “incorporation” policy of national universities in Japan. The idea of turning national universities into corporations was first conceived in 1997, and the Law of National University Incorporation was established in 2003. The policy was then implemented in 2004. This article: (1) describes the nature of Japanese national university corporations; (2) introduces the process by which the incorporation law was established; (3) discusses the problems of turning national universities into corporations; and (4) probes the trend toward incorporation of national universities in Japan. Implications for the future incorporation of national universities in Taiwan are suggested.
本研究主要探討日本高等教育改革政策中的國立大學法人化政策。日本國立 大學法人化自 1997 年開始規劃,2003 年 7 月法案通過立法,2004 年 4 月 1 日開 始實施,對日本高等教育與國立大學的發展造成重大影響。本論文主要內容包含: 一、日本國立大學法人化的理念與架構;二、法律制定過程與討論;三、法人化 政策之架構、特色與問題;四、法人化政策與未來日本高等教育發展趨勢及啟示。
